Bartow County Emergency Management Agency Hazardous Materials Unit - Cartersville, Georgia

Bartow County is located northwest of Atlanta. Interstate 75 dissects the county and is one of the most heavily traveled truck routes in the United States, moving tons of hazardous materials through the county and state every hour. They are also part of the State of Georgia HazMat response team.

Understanding that it would be virtually impossible to transport all their hazmat equipment on a conventional body, Bartow County EMA chose a Hackney TC1482 trailer that provides 1100 cu.ft. of actual useable storage space (door pass-thru dimensions and excludes rear command module). Plus, the low-profile designs keeps the ground-to-floor height at a mere 22”. The trailer is over 36-ft long with 14-compartments plus the rear science lab and command module. All doors are roll-up with integral door tracks and adjustable shelf tracks that allow full wall-to-wall utilization of compartment space.

The tractor is an International 7600 with a Cummins ISM400, 400 hp engine and Allison 4000EVS automatic transmission, air suspension seats and heated and remote controlled mirrors.

A tractor-mounted 25,000 watt PTO generator provides power to the trailer through a quick disconnect umbilical cord. The generator powers four upper side body flood lights (two each side); two rear mounted removable tripod flood lights; two cord reels; power outlets around the trailer and in the rear command module; air conditioner and heater; refrigerator; freezer; and fluorescent lighting on the interior. A 50-amp shorepower with transfer switch allows remote power connection.

A two-bottle SCBA fill station with four 6000 psi DOT receivers provide on-scene refill capability. Eight SCBA’s are transported on slide-out back-up and go donning racks. Eight spare SCBA bottles are stored in tubes next to the fill station.

Dedicated space is provided at lower floor level for storage of a 95-gallon overpack drum facilitating easy deployment. A hand-truck is provided next to the drum for moving at the scene. A full compartment width fold-down ramp is provided for rolling drums and other heavy equipment out of the trailer body.

Two two-sided tool boards provide easy storage and retrieval of brooms, shovels and other long tools. The balance of the space is complimented with slide-out trays and shelving providing utilization of every square foot of space.

The front bumper was extended for mounting of a Q2B siren. Suttertone air horns are installed on the left and right sides of the hood.

The tractor and trailer are multiplexed and feature a color Vista control panel in the console that provides visual and textual alerts and diagnostics. Alerts are provided if the awning is extended and the observation platform deployed, as well as alerting that any cab and trailer door is open.

Electrically deployed awnings are installed on both sides of the trailer providing rehab zones and an area for the technicians to put on protective suits.

All tail lights, marker lights and auxiliary trailer turn signals are LED. A LED traffic advisor is mounted on the upper rear body. All compartment lights are LED strip type recessed in the side walls of each compartment providing light above and below all shelves and trays. Emergency warning systems include Whelen LED upper and lower zone warning lights, Federal Q2B siren, and a Federal PA300 electronic siren with two speakers. A backup camera provides for safe viewing at the rear of the trailer.

Secondary to hazmat responses, the apparatus is also equipped to respond as a support vehicle to major fires and wildland and water search and rescue operations.

An observation platform is installed on the roof with rapid deployment design.

Rear science lab and command center is access through the side entrance door.
