The North Carolina Hazardous Materials Regional Response Team - North Carolina

One of six HAZMAT tractor traliers operated throughout the state by the N. Carolina Regional HAZMAT team.

The North Carolina Department of Crime Control and Public Safety, Division of Emergency Management has been operating six (6) Hackney TC1282 Haz-Mat Tractor and Trailers since 1997. Each trailer is assigned a designation of RRT-1 through RRT-6 (Regional Response Team) and strategically located with contracted fire departments throughout the State of North Carolina. The program has been so successful, says Richard Berman, Technological Hazards Manager with the State, that a seventh team was required. Over the period of time since implementation of the original program, the equipment to be transported has outgrown the capacity of the original trailers..
Trailer number 7, designated as RRT-6, added another 160 cu.ft. of storage capacity. One of the problems with the original tractors was limited horsepower, which served the Piedmont and Coastal Plains area well, but were underpowered in the western mountain regions. The old RRT-6 will be re-designated RRT-7 and moved to the Charlotte Fire Department where the terrain is not as severely elevated.

The new tractor is a Freightliner FL112 powered by a Cummins ISM engine rated at 425 hp. Operated by the Asheville Fire Department, the department was excited about the increased performance, enabling the heavy load to accelerate up any grade in the Appalachians with ease. The chassis features an Allison HD4060 automatic transmission, Jake brake, aluminum wheels, automatic snow chains, 4-door cab with raised roof and seating for five.

The trailer is a Hackney TC1482 with 14-compartments and a rear command and technical operations center. The rear tech center is environmentally controlled with air conditioning and heaters operating from the tractor powered 25kw PTO generator, interconnected to the trailer via umbilical quick-disconnect cables. The cabinetry within the tech center is all-aluminum with a "L" shaped wrap-around stainless steel desk/work counter.

The roof of the trailer also serves as an observation platform with quick deploy perimeter guards meeting OSHA standards. Awnings are installed on both the left and right sides of the trailer further enhancing long-term field operations.

In the voluminous compartments are multiple adjustable shelves and trays, plus slide-out racks for "back-up and go" donning of twelve (12) complete SCBA’s. Twelve spare SCBA bottle storage tubes are provided next to the slide-out racks.

The multiplexed electrical system provides reduced umbilical connection cables between the tractor and trailer. All clearance and tail lights are LED. A 50 amp shorepower connections permits remote power connection to the trailer enabling operation of the air conditioner or heaters, fluorescent exterior compartment and command center lighting and command center power outlets. These circuits are controlled by a transfer switch from the generator to the shorepower. A 9000 watt NightScan light tower provides on-scene lighting and features multi-directional lamps that permit 4500 watts of lighting to be focused in two opposite directions simultaneously. Two (2) 1000 watt tri-pod flood lights are installed on the left rear of the trailer. Two (2) cord reels and multiple outlets are strategically located around the trailer for remote power sources. A Weather Station with telescoping weather detector provides up-to-the minute weather conditions on-site.
