Literally thousands of kids get together in Isla Vista which is the community adjacent to the University of California to party, dress up in skimpy costumes, party some more, get drunk and get arrested... We have fire medics patrolling the event, and we get hammered with so many medical responses that it actually shut down the local hospital emergency room a few years back.
