If you were confronted with both a driver and a passenger trapped, what would you do?

Forgot to add,once unloaded(tractor)a good heavy rescue with a 12-20,000# winch and a couple snatch blocks should be able to slide the nose of the tractor enough to get it out from under the trailer.If at all possible this is where you want to be in terms of safety andstability.
