This is a topic if anyone is interested, I can put together some material and send. But is worth talking to your local utility companies to come in and do a training for your dept. Hydro, Gas, Water, even Cable and Phone are great to have come in and give a short training on what they do and what the dangers are.

I know one might not think cable and phones are to worry about, but there head ends as well there is confind spaces and climbing involved. Cable uses A/C as well as D/C to power there equipment. There has been many problems when someone grabs a cable thinking it's communications and is actually hydro.
