  Good question, being it is a rather unique tool of the trade you might want to consider contacting the nearest career department and ask them

Hi Chris;

The fire department I was with, when it came time to test our hoses all we did was mark both ends of the hose where the coupling ends.  We then went to a parking lot and connected about 100 -200 foot of hose to a discharge port on our truck, charged the line up to 200 psi, open the bail to let the air out, once the air has escaped shut the bail and let the hose sit for about 10 minutes, while checking the area marked by the coupling to see if there any large gaps between the mark & the coupling any large gaps the hose failed. You can also check with the NFPA for the requirements

Hi Chris , I read your post and googled hose testing and found nhts.com , they are a hose testing company covering northern california washington oregon, they also do ladder testing , this maybe the way to go , I know in my dept. here in new york we use a similar company , they come in unload the hose test it and reload it the same way it was then when all the hose is done they test our ladders , only need 1 apparatus operator to drive the rig out of the barn and supply the water , just a thought
