OK, at long last I have to admit that my kilt has fallen prey to closet shrinkage. All in all it is understandable, being that I bought it when I was 16. I have looked into many options, including having the pleats narrowed to make the overall length increase. I already moved one of the straps a couple of years ago.

Then my wife showed me a website for various Scottish products that featured kilt extender straps. I bought the set of three and got them in and put them on the kilt. Much to my surprise they worked, and do not look that bad. The fit is actually somewhat comfortable. The only thing I noticed that is somewhat negative, is that my kilt came with two rear belt loops, which now are kind of off center.
