It is my thought that the volunteer academies of today are going back to the idea that we just need to get people cranked through the academy so they can get on the engine or aid car and be a number in the system to improve ISO ratings. Now I know it's not the case everywhere and there will be exceptions, but I do believe that this is an unfortunate side effect of budget cuts and decisions of fire departments to lay off firefighters, or just put freezes on hiring when they have slots to fill due to attrition. What do you think?

Between your thought and the fact training chiefs are trying to make a name for themselves, (there by producing under-educated firefighters) your on to something. The best thing about being a volunteer is they have the ability to train on the same thing until they UNDERSTAND it and it becomes second nature. As a paid guy we do two hours, if that, then the crew is ready to call it a day. it becomes about the money, not the love of the job..
