How many of us are in code enforcement in the private sector? How many have difficulty with communication between managers and your departments?

I have been dealing for a while with people who deliberately hide projects from me in order to try to circumvent the applicable rules and regulations. Construction without permits, inappropriate use of certain types of structures, and other code related issues.

Does anyone out there have any suggestions for improving communication and compliance for an internal conflict such as this? I have reported such violations up my chain of command and had some success with this. Projects have been stopped or scrapped, compliance has been forced, but what I am looking for is a means to change a culture.

Any information or suggestions you may have would be greatly appreciated.
