Not sure how to answer this. Putting yourself on the non-active list may actually save lives and help the fire department in some cases. Some people just shouldn't be there. However, it seems that many only want to pick and choose calls. Sometimes, a patient can't help it that he gets sick at 2:00 AM. I guess that's the fair weather volunteer. Don't show up for training, don't help clean equipment, and whatever else it takes to make things run, and the machine breaks down. When that happens, people get hurt or killed, and the FD suffers from increased expenditures and lack of resources on emergency scenes.
