That's a tough spot to be in!! I guess your department has been turned down every year since 2001 for an AFG? I would apply every year, until they told me to stop and give up!! Safety of the force is number 1. I know the gear is expensive, but you might need set a goal to buy 2 sets per year until everyone has a good set. Fund raisers might bring in a little more, if people know your in that bad of shape. Be creative in finding funding from other sources. AFG is not the only grant options. I wish I had extra!!! I'm with Michael here, have you guys applied for any of the grants available through the federal government? Sounds like you would have a good chance since your gear is out of date and most likely considered unsafe. It would not hurt to check it out. Often there are local agencies with grant money. Some civic clubs, finance institutions, and various foundations. Search on the internet and see what you come up with. Good luck and I hope you find some help.

You may also want to have your Chief talk with the next higher taxing authority...we have a different system in PA than most states, but if your a small town or village, then in our case the Township is the next higher and it is possible they may be able to do quite a bit more for your department as they have a much larger tax base.  Our Chief just found out about this and looks like our entire operating budget may be covered by the township for 2012. That is a pretty big deal when you consider PPE, a New engine, Gen Set for the station, etc... Just a thought that might help you guys out.
