for urban areas a well equipped utility truck can handle a small fire but if equipped with the strainers and draft lines they can easily set up at the nearest river or pond in the event that extra water is needed.
tankers and pumpers supply the initial supply but in the absence of a good hydrant there is where the equipped utility or primary is the best advantage.
proper and adequate planning is the bible to rely on for rural firefighting.
