WHAT DOES THE APPARATUS MANUFACTURER SAY??  That to me would be the 1st source of info I'd want.  Having said that, you can make some very nice pads from a sheet of good BC 3/4" plywood.  One sheet will give you two (approx.) 24x24x3" pads.  I made some for our rescue by cutting the plywood into 24" squares and using liquid nails (Gorilla Glue would work too) to layer the squares four layers each.  I used a brad nailer to keep the squares lined up as the adhesive dried, and I put several hundred pounds of weights on them to make sure there were no air pockets.  I made them nice and square by running them through my tables saw to clean up the edges, and rounded all the corners to prevent splinters.  I finished them up with a few coats of good exterior paint, sprinkling a little sand on the paint while it was wet for some grip.
