Any certian areas you are wanting to cover? SCBA? HazMat?... I (and I think most departments) have this problem as well.
Here's an OLD problem that still needs a solution from time to time ! WATER SUPPLY !!!
Your the chief ! Your in Command. The fire is on the top floor of a 15 story high rise.
The building is under construction, Sunday morning, no workers, no occupants, no traffic, good weather.
All you need to worry about is water !! Water will solve everything.
You have a first alarm assignment ( 4 engines and 2 ladders )

Give your on scene report. Your Chief, take charge, get water on this fire.
Engine 1 crew is already on the way to the fire floor via stairs.....no elevators! it's all under construction.
Engine 2 crew reports that ALL the fire department connections (FDC'S) have been removed or stolen, the brass swivels on the standpipe connections are missing.
Ladder 1 crew reports that the buildings fixed fire pump is out of order, due to construction.
Find your pre-plan for an "alternate water supply" for missing, stolen, or vandalized FDC's ( NFPA 13-E). You should have had a pre-plan.
How would your department get water on this fire. How would your department get water to the 15th floor and support attack crews.

Bottle up and stage up wind, the only thing important right now is an alternate Water Supply.
