In city's with multiple stations do you include freeways in the mileage to see who is closer or is using the freeways/highways not allowed by NFPA? Because my city says they can not use Freeways on run cards because it is limited access, even though it cuts minutes off response times.

We plan with the quickest route in mind. Local knowledge will tell you when certain roads should not be used due to heavy traffic.

In my city we use 2 limited access highways for response, particuarily when responding across the city out of district. The NFPA only recommends, they don't allow or disallow anything unless your jurisdiction specifically adopts a specific std as law. Quickest route should prevail as a matter of good public service.
