You hit the nail on the head! Correct on every aspect.
Let me just add to Joel's comment on the Aluminum cylinder. Hydrostatic tests are every 5 years unless manufacturered prior to 1991. Then they would need to be hydrotested every year. This is because of the type of alloy that was used to make the cylinders. DOT made this change after discovering the cylinder made prior to 1991 were prone to cracking along the collar. Eddie current tests are also recommended any time an aluminum cylinder is hydrostatiuc tested before and after the 1991 manufacturer dates.
