I am looking for some ideas on how to handle a district vs volunteer fire department problem.

seems district president wants to buy what he wants not what the ff's want or need. What does everyone think of that? my solution is this the ff's present a proposal to the chief  were we decide what we need up to say 200 bucks. anything over that has to have the boards ok.

How are major purchases decided now?  Doesn't the general membership have any input into department decisions? 

major purchases there hasn't ben any. Not really we don't seems the head district guy calls chief and says this is what we need and he gets it.

I been on a dept over 15 years and never seen this before. were the head district guys makes all decisions for the ffs and he has no control over them.

My proposal was to bring it to a vote at the ffs meeting to have the chiefs say the ffs want to make the decisions on what to buy. that way we get what we want not what he says.

It should be the FF's decision in the first place, not this "district guy". It sounds like your department has some very serious issues right now. It may be time for some face time between the membership and the senior officers of your department.
