personal experience, anything but Vertex Standard. They are pretty radios, with nice features, but they lack in actually being efficient, or at least out here in the boondocks where i'm stationed.
I prefer Motorola GP ......
only a few elemts to turn....... nice sound...... much accessories
Avoid the Motorola XTS 1500 digital. Beefy portable with awful sound. Very disappointing operation for the exorbitant cost.

Are you asking for personal use or professional use?  Personally, I would go digital right now as that is what all the new radios are going to, however, if you could find a cheap analog for a spare that would be a good set up.  If you need to pick up all of the signal that you have listed, I would go digital.

witch radio brand is the best for the longest use for both on the job and off the job

for an old analog portable you just gotta love the GP 300 from the big M. Plenty of add ons available, good sound and it will work after lying in smoldering rubble.

for a cb either a galaxy 99 out of the box or a cobra 29 peeked and tuned and you have a good setup.

cant help with a scanner, the one I use in my house is a 25 year old bearcat that still works reasonably well considering it has probably been on for 24 of those years

witch handheld cb is the best

 

dont have much expierence with handheld cb's but I believe cobra makes one and probably would go with that based on using their dash mount cb's extensively for the last 10 or so years. Uniden makes a handheld also but havent bought anything of theirs in years
