MUNCIE, Ind. - Plans to recall 25 laid-off Muncie firefighters have been delayed as talks continue on a deal for the city to provide fire protection for some areas outside the city limits.

Mayor Sharon McShurley says she can't go ahead with spending a $3.5 million federal grant until an agreement is reached with the Center Township trustee and the city has received a $250,000 payment from the township.

Sticking points include McShurley's request for a perhaps 15-year agreement and what would happen to Center Township's fire vehicles and equipment when its department is disbanded.

McShurley and Township Trustee Marilyn Kay Walker both say they want to make the agreement work and that talks would continue.
