I'm not sure how it works anywhere else but here in Mass. emergency lighting for POV's is regulated by the RMV. You must obtain a "red light permit" from the RMV. Fire Chiefs are the ONLY ones allowed to submit applications for permits. There are General Laws regulating there use. The RMV has recently put expiration dates (5 years) on the permits so people who leave will be violating the law if they leave them on their vehicles. The VIN # has also been added to the permit so you cannot move it from vehicle to vehicle. My Chief has also prohibited the use of bar or roof lights. This keeps everyone on a low profile. With the LED's that are available nowadays who needs a bar light anyway? So to answer you question in a roundabout way, the NFPA has nothing to do with emergency lighting on vehicles even though they are based in Quincy MA. To add further insult to injury Mass. is does not recognize the NFPA either!
