In Regards to Equipment and Apparatus, who makes buying decisions at your fire companies?

Our fire company is one of 3 companies in our town. Each company does it's own thing, but we have one budget with our town. The purchasing decisions for equipment and apparatus is done by our line officers. I'm curious as to how other companies make buying decisions on new equipment?

Committee holds a meeting and discussion. ( ie. medical or equipment comm.)
3 written $$ quotes are needed.
Committee chair brings subject up to the membership by means of a motion.
The matter is then discussed and questioned.
Then voted on.
