I took a brief look at the site and noticed on the right hand side of this essentially being synonomous with the Essentials of Firefighting course. It mentions a ten digit code on the inside cover of the book, so my guess is this is an online version of the book, with some added features for a class. Seems to me that if one is taking a class, where this is the required textbook, they can get access after purchasing a book. Otherwise, they can pay (not sure cost) and get access online to essentially the same thing as the textbook.

 

So to me, that would be the reason why this would cost money.....even for firefighters.
