Situationally, either B or C could be correct. That doesn't make either one of them wrong, and in the greater context, they both can be right depending upon what type of building you're in and a host of other variables.
We teach both in our RIT and firefighter survival classes - I'd rather have a firefighter than can think when in distress than one that only knows one action if he's in trouble.
I'm gonna say
1. C. You work in pairs, never go alone.
2. D. Stay calm to avoid sucking down your bottle, try to retrace your steps and if you can't, then get somewhere and activate your PASS.
3.A. The tag system is a form of the accountability system.
