Spokesman James Long says it's not clear whether the delay on Saturday night was a factor in Mary Feagin's death.
One of the engines that had been sent to the Flatbush fire was already at another emergency. A police officer had accidentally shot himself in the leg.
Long says the delay lasted "over a minute," until dispatchers discovered the error and sent another engine.
Long says high winds and an open door contributed to the intensity and the advance of the fire.
