BUFFALO, N.Y. (WIVB) - It's a major financial setback to Buffalo's bravest


The city Control Board has passed a resolution blocking firefighters from receiving millions of dollars in retroactive raises. Last month, an arbitrator ruled the city owed firefighters up to $20,000 each in back pay.

But the board says firefighters were not entitled to raises from 2004 to 2007, when a wage freeze was in effect.

Buffalo's bravest have been working without a contract since 2002.
