I am an 36 year old whom is unable to test for most Fire department in Indian due to PERF (Public Employee Retirement Fund) age requirments. I have tested for several departments throughout Indiana making the hiring list but not to be hired.  I have 14 years as a firefighter and 10 years as an EMT basic.  I worked for an Ambulance Company for 6 years but love the Fire Service side of thing more than medical runs and granny shuffles.  Can anyone suggest any jobs with no age limit and still dealing with Fire Service.

General guidelines:
Under general supervision, plans, develops, and coordinates multi-hazard emergency response and recovery activities in support of the Emergency Services Division of the County Fire Department; performs other related duties as required.

This class is distinguished from that of Emergency Services Program Supervisor in that the latter is the full supervisory level of the series.

OES designs and conducts exercises for different scenarios and coordinates emergency management training to insure that the County is able to respond to Natural, Human Caused and Technological emergencies.

The VSPM position will report to a Deputy Director and is responsible for planning, developing, directing, and monitoring a department volunteer services program. This position receives limited supervision and relate to volunteers directly in situations such as recruiting, interviewing, evaluation, orientation, training, and termination. Incumbents attend meetings with departmental administration and supervisors to determine service needs and types of volunteer services to be performed.

Volunteer Services Program Manager – CERT/RACES Manager
The Volunteer Services Program Manager will work with non-paid volunteers involved with CERT (Community Emergency Response Team) and the RACES (Radio Amateur Civil Emergency Services) programs. The CERT program provides for community self-sufficiency in order to meet the general public's urgent life saving and sustenance needs until emergency personnel arrive. The CERT program also educates people about disaster preparedness and trains them in basic response skills.
The RACES program is a public service provided by a reserve (volunteer) communications group within government agencies in times of extraordinary need. During periods of RACES activation, certified volunteers are called upon to perform many tasks for the government agencies they serve, particularly those associated with in a time of crisis.

*This position is financed through Grant Funding and may require nights and/or weekends per department needs and training schedule.

EXAMPLES OF ESSENTIAL DUTIES:
Volunteer Services Program Manager:

• Plans, directs, and evaluates a departmental volunteer services program in accordance with departmental policies and procedures, goals, objectives, services and needs. Manage Counties volunteer programs such as VOAD, CERT, RACES and Citizen Corps.

• Provides ongoing evaluation and coordination of agency utilization of volunteer services to determine effectiveness and impact of the program, and initiates and confers with departmental administration regarding appropriate changes. Advises departmental administrative staff of existing volunteer programs and confers with them to determine the need for new volunteer programs and services.

• Directly or through subordinate staff recruits, screens, selects, orients, and places volunteers in assignments after matching their interests and qualifications with agency needs. May perform criminal and DMV background checks; refers qualified candidates to department divisions requesting help; utilizes established sources of volunteers and develops new sources.

• Develops and implements any necessary formal training for volunteers and ensures that informal or on-the-job training is provided by paid staff or volunteers; develops and implements formal in-service training for paid staff which enables them to work with and supervise individual volunteers more effectively and efficiently.

• Directly supervises volunteer staff assigned to support the volunteer services program.

• Coordinates volunteer activities with similar programs in other County, State, and federal agencies, and private organizations in the community. Creates an understanding and encourages participation in the volunteer services program and overall departmental goals.

• Prepares a variety of written materials, pamphlets, brochures, and statistical reports concerning volunteer services. Prepares and submits the volunteer services program budget and supervises the review of expenditures and maintenance of budgetary controls including the present and future needs for supplies and equipment.

• Plans and implements volunteer workshops; attends conventions, workshops, and meetings relating to volunteer programs.

RECRUITING GUIDELINES:
Experience:
Five years of experience in a community or volunteer organization with at least one year in a supervisory and/or management capacity.

Graduation from an accredited college or university, preferably with a major in one of the behavioral sciences, administration, community relations, or a related field, may substitute for all but the one year of required administrative and/or supervisory experience on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.

Knowledge of:
The functional responsibilities of a volunteer program including principles of volunteer services, general management and understanding of the role of volunteers in relation to paid staff; the principles and techniques of program planning, implementation, and administration, including budgetary practices and control; the principles and practices of personnel management and supervision.
