Well should I join a department thats closer to me,and that can sign me up for FF1, and that can give me gear that fits and where i can make calls

They don't want the driver/pump operator training for new hires but that's because Australia doesn't have that formal certification. We don't even have Level I/II Firefighting. It appears the only way you can get a firefighter certification is through college here but you MUST already be a member of a department.
Tyler, there are a number of nationally accredited units available that do in fact fit what you're looking for.
PUAVEH001A – Drive vehicles under operational conditions
PUAOPE003A – Navigate in urban and rural environments
PUAFIR309A – Operate pumps
PUAFIR207A – Operate breathing apparatus
PUAFIR203A - Respond To Urban Fire
PUAFIR302B – Suppress Urban Fire
PUAFIR308A – Employ personal protection at a hazardous materials incident
PUAFIR306A – Render hazardous materials incidents safe
This is only a smattering of what's available. It varies from State to State, but they often say don't bother getting the "Operate Pumps" unit before hand as I may (for example) teach you on a Mark 4 pumper, but they only have a Mark 3. It can still give you good grounding though.
And contrary to what you beleive, these are available to ANYONE through a number of private and public RTO's on a fee-for-service basis. (I know this to be a fact because I own an RTO that issues these competencies....)

Understandable. Heck, there are a lot of places here in the US that are like that. I couldn't go to New York and jump on the FDNY just because I am already a firefighter. Heck, I could go one county over, and all of a sudden I'm the probie again, regardless of the amount of experience I have. But that is life

Go to http://www.ntis.gov.au/
Click on SEARCH
In the search box, enter the unit code, for example.
Then tick the box, "RTO's by Scope"
Then tick your preferred STATE (I assume QLD).
Then hit search!
There are two providers in QLD who offer it. Click on the one you're interested in and it will bring up all of their contact details.
You can do that for any qualification or Unit of Competency.
To explain the difference, using one of the one's you've listed, Public Safety (Firefighting Operations) - Certificate III is a QUALIFICATION The qualification code is PUA30701- you can search for that on NTIS as well....
That qualification is made up of 12 Units of Competency. You can go for either an individual Unit or go for the full qualification.
Qualification requirement: 12 units
All 4 core units plus 8 elective units. Only 1 of the asterisked two core units can be
counted as a core unit towards a qualification; the remaining ‘Suppress…’ unit may be
taken as an elective.

Tyler, just a question. Why are you so eager to get certified? I understand to some extent, but your time will come. If you want to be a firefighter in Australia, then start applying to departments. but you have to use your options. Apply to as many as you feel comfortable, and hopefully one will want you and send you to get training. Being certified is not a golden ticket to employment. I'm not trying to discourage you, in fact get all the training you can. just keep your options open.

Like I was so disgruntled because I couldn't find places that offer it that I was going to fly down to the United States for a couple months to complete their NFPA Level I and II Firefighting.
But that will backfire as well- you'll get back here and be no better off. We use different equipment, different tactics, different terminology, we use AIIMS not NIMS, etc, etc.
Save your money. There's loads of RTO's all over the Country that can do what you want. But it's not cheap! Especially when doing the firefighting units such as Suppress Urban Fire.

And most of us won't stop him.
When your resume looks like his - then you can talk... but in the meantime - LEARN... ask questions... and LISTEN to the answers... instead of making proclamations.
Try starting your postings with:
"I am wondering how X,Y, and Z is done..."
or
"I was thinking about ..."
or
"I have noticed this... what is the experience of others?"
Then LISTEN
Less Arrogance... more patience... these guys will teach you a lot if you let them, but you often come across as not wanting to learn, instead you want to make allegations or accusations >>> I am just saying how you come across to us that don't know you in person.
Just trying to help you out dude so you can reach your goals.
A big piece of the fire service is "relationship," thus the "brotherhood," that is difficult when you want to strangle your brother ;-)

There's more than a cost issue though (And I won't talk costs on a public forum... ;-) ).
For example with Suppress Urban Fire, it can't be taught with less than 8 people. You need pump operators, 2 in 2 out people, crew leaders, etc.
Even with endless dollars it still means you can't just rock up and do the competncy unless it's already been run for other clients that you can slot in with.
Also bear in mind, you mentioned payign back a loan- which bank will give a loan to an unemployed person, with no guarantee of a job even if they complete the training.

There's plenty that offer them to individuals as well as groups.
You need to check them out and see which ones offer it to individuals (clients) and get in one of their courses. We call them "public" courses where anyone can sign up to do them, as oppossed to a company like Rio Tinto booking us to teach just their staff.
My point being is that to run some of the Units, you need fairly large class sizes- a single individual could not possibly undertake them on their own.
