Any one that lives in your fire district can run for commissioner as they are voted in by the voters of the fire district. They have to be 18 yr old and be a registered voter in the fire district. They also have to live in Fire district for atleast 6 months. The fire company usually nominates people that will help the fire company more than to watch ove the fire district for the tax payers.
A fire district is a governmental body with a limited responsibility to provide fire protection (and possibly EMS, hazmat, tech resue, etc) to a given geographic area. They are usually governed by a board of officials who are elected by the public. The board may be called directors, commissioners, wardens, or engineers. Beyond that there are an awful lot of variable. Some fire districts operate their own fire department. Others oversee/fund one or more volunteer fire companies. Some districts have full time paid employees, some are fully volunteer, and everything in between.
