We have a Public Safety Director (police chief) as our fire chief with no operatioinal command other than the shift captains. Has anyone had any luck with this.

WOW. I sure hope he has some background and training in the fire service. It is one thing to be an administrative chief, but to have them in charge of daily operations at fire scenes (with the shift captains assisting) is crazy, and runs the risk of personal injury.
We have ema directors but they do not have say in operational procedures at the scene of calls.
their jobs are to work with fire,police,ems to come up with disaster plans and evac centers.
They also handle the records turned in for those departments, such as drivers,rosters,insurances and workers comp claims. the chiefs and assistant chiefs have to work with them on all claims also.
