It seems that we are seeing a decrease in the number of programs.

What can they do when there is a call?

here we dont even run an explorers program. we used to have it set up that at the age of 14 you could apply to be an explorer, which basically made you the gofer on scene... getting the tools and such, now you can be considered a senior member at the age of 16. Ofcourse we have it set up that anyone who joins fresh off has to go thru training and all that before they are considered an active senior member
There is a very simple anwser to the question " Why are there less and less Explorer / Junior Programs"
Insurance Liability.. Most departments dont even want to bother with the hassle of getting the Explorer Programs started.. even though it is very helpful in keeping Youths out of trouble and off the streets.. most Departments see them as an Insurance claim or a lawsuit waiting to happen
