What is this, and what are its uses(See attachment)?  I would like to leave this question to the newest generation of firefighters, say 4-5 years experience or less.  Anyone is free to chime in, of course, but I would like for the more experienced guys and gals to wait until a few of the newbies have taken a stab at it.  Personally, I have found this to be an invaluable tool, and if you don't have one, GET ONE!

Looks like a hose strap to me. As for uses....countless.
we use these when we need a type of bailout hook quick.
I'd take a wack saying that it's an hook to hold on to the firefighter in case he falls from the truck ladder

my answer too, only more of a handle than a strap. heheh.
One of our instructors had something similar.
Hose rope tool: Tool used to aid handling a charged hose line including, but not limited to, using one or two of these attached to ladder rungs to hold the weight of a charged hose line for crews advancing into a structure via ladder.
Thats what I use it for (I don't have one of these per se, but a carabiner and a piece of webbing works great, costs less, and can be used for FF rescue as well...). Per my schooling (and by that, I mean FF 1 and 2, like 3 years ago?), I learned it as a "Ladder Tool", as it was used in the "old days" for hooking up combination ladders into an A frame position, or to attach a ladder to a fence or to another ladder when bridging a gap.
The Bowring fire tool is a "new age" version of this. I lacks the rope, but has several other uses.
