Nathan, there is nothing wrong with asking a question or questions, but if you would make it a little more clear about what it is you're wanting to know, it would of been easier to understand! Too many times someone will start a post with no insight, then it appears to be fruitless.

When you made a personal attack on a well known Chief officer, it only makes it worse! I hope this advise will help you on your journey. Be safe...
I responded to another post in this thread with the intent to help us help our future fire service leaders and firefighters. In a reply to Nathan I did think back to the town where we lived when I was a kid,

Mayer Arizona in 1945 (give or take a year) my Dad and four or five other men decided to put together a fire department. There had been a "BIG" fire a month or so before and of course all they had was a string of people with buckets from the railroad water tank down the tracks about a hundred yards to the back of the Assay Office. Of course it burned to the ground but good fortune had it that no other structures nearby caught fire.

I can remember clearly the night those men gathered at the Grange hall and decided the town needed to have a fire department. One of the town's patriarchs had an old empty garage just down main street across from the post office. He donated the use of it to be able to house the equipment (and the horse!). Somewhere they came up with an old 100 gallon soda / acid fire extinguisher on two great big spoke wheels. It had handles on both ends and four men would have to pull it up or down the gravel streets. I don't think they ever had to use it but they had weekly meetings (probably more to get out of the house and share some beer at the back of the OK saloon) and practiced. Other than training, they talked about how to get some better equipment. Then the "Miracle"

The nearby town of Prescott had acquired a new (to them) 1932 Seagrave Fire Engine. My Uncle Pete, an engineer for the ATSF Railroad, lived there in that town and was on the town's fire department. He helped Dad and the group from our town secure an old horse drawn steamer that had been retired. And that was the start of the Mayer AZ Fire department.

I often wondered what it would have been like if the hotel, the post office and the drug store, where we could get an ice cream cone for a nickel, had burned down that night. Those were old wooden two story buildings and would have gone up like tinder. You will have to admit there are still areas in this USA that are without dependable fire protection. I am thankful those who went before me, and those coming along behind me, who were and will be there for their friends and neighbors and make the efforts to be prepared for that terrible moment when the home or business of a friend or neighbor catches fire. . .

Rural with a few more charred spots.
Nathan, You say you are a student. Well ask a teacher how to capitalize, use apostrophizes, commas, spell and how to put a coherent sentence together. Then you can start another discussion and people won't think you are a dumbass.
