about the explorer recruiting, 1. go to schools and do presentations and show that they will have a trade after high school. 2. start the sparky fire prevention program for the elementaries, then have the explorers help teach it on certain levels. the students will then have goal to get to when they reach high school. 3. talk to the juvenile courts about using it as a second chance for the kids so that it gets them off the streets.
