    Hi Joe, To answer you question from long ago (My bad), Helix is in the NE corner of OR. So now it's my turn, where is Dexter?

    It's actually pretty simple. The VIP Program is for Volunteer officers or Career Officers that oversee volunteers. They pay for everything minus the $100 meal ticket while you're there. This includes airfare, lodging, tuition etc. It's a great program for departments that wouldn't otherwise be able to afford to send people back there. Normally, they only accept one person per dept. but occasionally I've seen two, depends on how many applicants have applied overall. Here is the link, so you can check things out for yourself.
