1) The company officer in my eyes is the heartbeat of training for his company and the department. Daily training can consist of simply as talking about a known incident whether in his department or another agency and how we could mitigate that particular incident.
2) No the company officer should not always be the instructor. Being a fire instructor myself you always want to pass the torch to someone else, to help build that cohesion between the company and department.
3) My department doesn't utilize drills. We sit around and wait to go a call and come back and talk about what we did Wrong or Right. I was always taught "To train today so that we don't get it wrong on the fire scene / call". I have lots a great training ideas that would help my department, but because I'm not well like for my knowledge and skin color, I don't get the opportunity to help move my department forward.
