I don't see the vehicles as a high priority. Moving them wastes time and manpower. Put the fire out and the cars will be fine.
A lot of guys seem to put a high priority on power and gas. Just like with most things, putting the fire out puts those concerns to bed unless there is direct involvement. With the limited staffing you described I wouldn't prioritize cutting garage roof. (Seeing all four sides of this building would make this exercise a lot easier.) Knock down fire on the exterior and then move quickly into house to protect searches. Interior conditions may make this less of a priority and focus could shift to opening up ceilings to access attic from interior.
