I would bet that a district will have more pros than cons, especially considering the area in which you live. A district should be better able to spread resources and funding according to need as opposed to individual depts and the reliance on MABAS. The cons moreso would tend to focus on the ceding control of one's fifedom.
The danger is that people may be elected to the district who are NOT firefighters, or were FFs "back in the day" and believe they know it all. I have heard of cases where the commissioners make it extremely difficult for the fire chief and/or president to accomplish basic objectives such as new vehicle and equipment purchases, etc.
The fact that anyone from the general public may run for fire commissioner makes it very possible for this to happen.
