Just wanted to know if anyones department follows all of the NFPA 1582 and if so how do you keep enough firefighters on the trucks. The physical standards can be rather strict.

What's so bad about it? IMHO, if you can't pass a 1582 physical, you have no business in the FD.
There's not a single Fire Department in the nation that's 100% NFPA compliant. While in the perfect world would be nice to have I'm sure, but the money involved would make the US's debt look like a drop in a bucket. The only way a department would have to follow ALL of any standard is if their local City, TWP, or department itself adopts the individual standard(s) or writes an ordinance saying it will be followed to full compliance.
