All you need is a flat head screwdriver or similar to pry the metal band up and then a small hammer to put the liner back down. Using a heat gun to heat the metal band some will make it look better but be careful to not heat the liner up too much.

so there is no drilling involved just lifting the metal band then placing the liner

Correct all you need to do is lift the metal band up and then pull the old liner out and place the new one in. Once you get the new liner in you will see what you are replacing is not the metal part but just the fabric liner.
