Each department is different in the respect of previous training. Many departments do want previous training. The more the better so that it is less money they have to front for them to have a highly trained individual. Then again some departments will train you themselves so that A) they ensure having everyone on the same page when it comes to job tasks and B) so that their job openings are completly open to any individual wanting to sign. This is especially true in the more populated city environments.
