House of tires fire

Here is a link to an article on Firehouse.com about a house fire with the house being made of tires.
The question is where were the building inspectors in this community? Why was it allowed to be built and ocupied anywhere?

What State do you live in? Are there no State codes for construction?
New York State had no state wide standards back in the 1970's until the executives from a large corporation all died in a fire in a hotel built where there were no safety or building codes. Guess it still takes deaths before things improve
