the ability to alter the outcomes of community emergencies.
Top Issues Facing Responders:
Lack of real fire experience and realistic training, inadequate time to keep up to date in all necessary training disciplines due to wide ranging tasks and community needs, inadequate staffing (both career and volunteer), overly regimented training programs.
