I can only give you a breif over view since I was not involved personally with the process.

Our dept organized a group of captains called the COG (captains organizational group) The captains involved are our best of the best when it comes ot tactics training etc. This group was appointed by the chief in order to give some operational control back to the people actually doing the job.

There first order of buisness was to establish a tactical template for the first alarm assignment based on the occupancy. What was established was a Single family dwelling, multi family dwelling, commercial occupancy , and high rise occupancy.

The templates function based on task but do not get into how to perfrom them. Since we only have a minimum manning of 3 these templates allow for the company officer to minimize is radio communication and perfrom critical roles on the fireground.

It also allows for increased accoauntability for the first arriving chief becuase they know what the first alarm assignments are supposed to be doing on every incident. For example the thrid engine is the RIT so they should be on the exterior when he arrives if they are not he knows to have somemone find them.
