Sponsor for FEMA courses

Looking for a US based FD that could sponsor for me a request letter to FEMA so i can access their online course for Non-US Citizens. Can anyone help me out?

Qualification substituted by experince

Good day to all. I'm a Firefighter from tthe Philippines and i'm considering to work abroad as a firefighter. Does anyone have an idea if my certification as an ARFF by the Civil Aviation Authority of the Philippines and 3years experience would qualify me as an ARFF abroad or can it substitute IFSAC or ProBoard requirements?
