The most important activity an Incident Commander can do is save lives. Therefore, assigning a Safety Officer while working the incident is one of the first actions an IC should do.

Think Safety First!

As a Safety Officer you need to be proactive. Remind that IC that doesn't keep this perspective in mind. I know this might be uncomfortable for you to do ---- but it can be done ---- I have done it.

Sometimes it works and sometimes it doesn't.

Do any of you have a formal written policy regarding the use of cell phones, texting, etc. while driving fire apparatus? I know that in some jurisdictions there are laws which prohibit the use of cell phones, etc., but in the absence of laws, do you prohibit the use and how?

Is anyone out there looking to adopt a department? Do you get new equipment often and need to find a good home for your used equipment (trucks, air tanks, bunker gear, etc.) to either give away or sell cheap?

To all those that are or have been newly appointed / promoted as your department’s Safety Officer, congratulations! You have taken on a huge responsibility / liability! If you are looking for information about what your job entails I suggest starting with NFPA 1521: Fire Department Safety Officer and NFPA 1500: Fire Department Occupational Safety & Health Program. The National Fire Department Safety Officer’s Association has an excellent curriculum if you get a chance to go out to Florida. For those that can’t, perhaps you can take a trip to the Emmitsburg, MD facility. They offer an Advanced Safety Operations and Management course, six days on campus. There is also a 2-day course taught regionally for Health and Safety Officers. These are also very good courses.

If you follow NFPA 1521, the Safety Officer reports directly to the Fire Chief. Additional standards you might find a need to look into are:
- NFPA 1584 Standard on the Rehabilitation Process for Members During Emergency Operations and Training Exercises.
- NFPA 1451 Standard for Fire Service Vehicle Operations Training Program.
- NFPA 1403 Standard on Live Fire Training Evolutions.
- NFPA 1581 Standard on Fire Department Infection Control Program.
- NFPA 1583 Standard on Health-Related Fitness Programs for Fire Department Members.

There are many others, but this should get you started.

Best wishes!
Sterling

I was appointed as our volunteer fire department's Incident Safety Officer based on 40+ years in the fire service, experience, and training. I do not deal with health and wellness issues. I hold the rank of Captain, but am not supposed to be a fireground officer (but sometimes.....we do what we have to do). I report directly to the Fire Chief or IC, but can overrule them if and when I see the need to from a safety standpoint. Instead of overruling, I stop the action that I believe unsafe and immediately confer with the IC to find a safer way to perform the operation. I have no formal Safety Officer training, but an working on becoming a certified ISO through the Fire Department Safety Officers Association and am currently studying David W. Dodson's 2nd edition of "Fire Department Incident Safety Officer."
