If you still need help, try writing to your Senator and explaining why you need the TIC, what area you service, how it will benefit the community to have one. Include info on cost, supplier, etc.
That's how we got ours, it also doesn't take as long as a grant.
The AFG application should open later this month. If you are submitting for SCBA/PPE, you can easily justify including it in that grant. I have received three in this manner. If you are not subitting for anything else on AFG, you can try a stand alone application for TIC's. You should be able to justify one for each station. Good luck!
