Is there not toxic smoke on the exterior also? What if the winds change? What then? Not very smart!

The ones without SCBA are exterior firefighters!

Why is it that the Officers are wearing SCBA's yet the Firefighters that are actually on the line are not? Can someone PLEASE explain to me the logic in this?
