Couple options. The Reflective stripe you see is the "turnback/End" if the guardrail. Doesn't appear to have broken the second wood upright so you COULD chain the frame to the guardrail. Or tie off to an Engine or Heavy rescue. Based on experience I don't think this is going anywhere without help. The angle of the Pic makes it look WORSE than it is. Note the relation of the troops and the reflective stripong to the drivers side back tire. About knee high as best I can judge.

i think the rescue 42 jacks would work great for something like this. hook the one end of the rescue 42 jack to front and back of the truck then with the jack in the 45 angel tighten up the strap and that truck isnt going anywhere.

hook chains to front end and rear end dont pull to hard and if you can do the same to the rt side and check the stable that it is if needed pull a little more till it will not move and then start to get the people out with a back board down to the ground to the ems personel

We run with Res-Q-Jacks. They are beyond versatile. I would use them to support the weight of the truck.

Is there a slope on that shoulder there? IF there was risk for sliding I would use chain with a two-ended y-shaped chain bridle hooked in to the frame in front of the back tire and behind the front and winch it until it was taunt.

That should secure the vehicle PRETTY well.

Don't forget that chaining it will only (possibly) prevent  it from moving further, but won't stabilise it as such.

 

What else would/could you do?

struts and a convential tow truck, a slidebed could also be used. the tow truck is an underused tool.

Hard to say without a 360. If ground on passenger side is level, cribbing & Rescue 42. If it's sloped down chains to a truck, and cribbing.
