Having been a firefighter for well over 30 years, I just recently came into having to prove a point that is obvious in every aspect but some do not agree with my actions.

During active fire operations in a commercial structure, I restricted a property owner from going in to the building. I informed the individual three times to exit the building because it was not safe. I finally had to resort to brining up the topic of law enforcement in to remove the person before he understood I was serious. The fire was in the attic area of the building and he and another person were accessing the area via a ladder from a shop area. 

After the incident I was verbally reprimanded by individuals that have no understanding nor did they investigated the incident. My actions were correct but I am dealing with persons that sit back and pass judgment based on complaints and not facts. I am in process building a presentation for training that deals with Life Safety Code, Public Safety and laws established to allow firefighters to carry out there job.

Command was established and I was assisting command with fire ground operations. Looking for input and resources regarding Federal, State, local laws, Public Safety laws, ICS, NFPA and OSHA that I can use and incorporate for training. I need to make a point and create a level of understanding of as to the liability of the fire service if those individuals would have been allowed to continue to the fire area. 

I have found very little regarding this topic to justify my actions and am looking for your input.
