Where or who is the best to go through and get emergency lights for my car? I want all internal lights if possible. I am up for suggestions. My car is a 2009 Honda Civic four door if that helps any.

Just know, non-brand lights, like Ebay lights, are terrible. You can blow a lot of money on cheap stuff, best to pay a little more for quality the first time. I learned from experience.
If you have patience and search google for a few weeks, you can find great sales. Usually an interior light-bar and 2 exterior surface mounts come in a package for 2-3 hundred at discount sites. Either way, lights will always cost you a bit.
Speedtechlights .com
and
extremetacticaldynamics .com
are also decent sites.
Hope it helps!
I also recommend SpeedTech Lights. Their LED's are the best and brightest, their prices are reasonable for the quality you get and their customer service is good. https://www.speedtechlights.com/
Above all, drive safely.

Anyways, since your looking at getting emergency lighting, you need to look into getting enough to cover you 360 degrees. Even if your only running "curtosy lights". You never know when you'll run into something, plus when you have rear lights activated while you front lights are activated as well it looks more prefesional. It makes it look like your suppose to be doing what your doing.
If your looking to keep it cheap, look at Advance Warning Lights. The owners name is Tom and he's a great guy. He'll help with anything. He has a complete package for just under $300. Here it is: http://advancedwarninglights.com/awl-t3-l18-dash-light-and-rx-46-wa...
The only other thing you might want to add is a headlight flasher, and a controller for all the lights.
Also, in my opinion, stay away from speedtechlights. There no where near as bright as the "top 3" and they will break within a year or purchese.
